Avoid the tunnels between 6 and 9 am and 3 and 6 pm.
You can get to Virginia Beach the scenic way by taking Ocean View Avenue to Shore Drive and following it all the way there. This is advisable during rush hours. The HRBT does not charge a fee, however the Portsmouth Tunnel charges by the plate.
