Setúbal is a small city, it's walkable but...

There are places only acessible by car, like some beaches or Arrábida National Park. There is a bus network capable of taking you anywhere in the city center. From June to September there are specific buses connecting directly to the beaches at Arrábida National Park. Bolt scooters are currently popular way of getting around.
