You can fish here without a license if you pay the entrance fee. Very good deal, you can fish off the pier right into the Gulf of Mexico.

This state park on the tip of Pinellas County is only a 20 minute drive south and worth the trip. Beautiful beaches, wonderful shelling opportunities, fishing piers, kayak and canoe rentals etc. Also really cool historical spots to check out related to the Spanish/American War.
