I plan to serve or provide alcohol as part of my Experience - do I need any licences for that?
The sale, purchase and consumption of alcohol is tightly regulated in Portugal. Hosts seeking to include alcohol in their Experiences, either for a charge or for free, should be aware of the rules and regulations that may apply.
Portugal tightly regulates many different aspects of alcohol consumption. Lisbon City Hall has limitations on selling alcohol near schools, gas stations, and other specific places which can be found here. If your Experience takes place outside of Lisbon, you can find guidance from the local municipality. You can also find information regarding the requirements for alcohol health and safety on the website of the Economic and Food Safety Authority (ASAE) and on the website of the Portuguese restaurant association.
Is there a minimum drinking age? Is there a minimum serving age?
Yes. In Portugal, hosts are not allowed to serve or sell any kind of alcohol (including beer and wine) to anyone under the age of 18. Those serving alcohol to others must be over the age of 16. Here is the link to the regulation on the making available, sale, and consumption of alcohol for more details.
Is there anything else I should think about?
Selling alcohol is strictly prohibited to anyone who is under the age of 18, to anyone who is visibly inebriated or has a mental disorder.
You should be aware of potential civil offences for selling alcohol without the required licenses or serving alcohol to underaged persons, which may include financial penalties of up to 30,000 Euros per offence, and the suspension of your license.
If your Experience will also involve serving or providing food, we recommend that you take a look at our information about Experiences involving Food in Lisbon. If your Experience will involve combining alcohol with another activity (for example, a guided tour of an area), please take a look at our information about Guiding Tours in Lisbon to work out if any other rules might apply to your activity. If you are in any doubt, we recommend you get in touch with your local authority or legal advisor for further information.
